After skipping the updates to be pushed on the recent Patch Tuesday (14th February 2017), it seems like Microsoft has pushed a Adobe Flash Player Vulnerability fix to the devices running editions of Windows 8.1, Windows Server 2012, Windows Server 2012 RS, Windows RT 8.1, Windows 10 and Windows Server 2016 . The description of update says :

Security Update for Adobe Flash Player (4010250): This security update resolves vulnerabilities in Adobe Flash Player when installed on all supported editions of Windows 8.1, Windows Server 2012, Windows Server 2012 R2, Windows RT 8.1, Windows 10, and Windows Server 2016.

This was a critical fix needed to the devices affected and hence Microsoft pushed it. If you are impacted by the issues, you will get it downloaded and installed automatically which Turn On your PC.
